KOTA MADIUN (DinasPUPR) – Pemkot Madiun melalui Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) menyiapkan anggaran pembebasan lahan pembangunan Jalan Ring Road Timur (JRRT). Anggaran tersebut dimasukkan dalam APBD 2024.
Kepala DPUPR Kota Madiun, Thariq Megah mengatakan, anggaran yang di-posting termasuk untuk ganti rugi warga terdampak proyek infrastruktur Ring Road Timur. Namun dengan catatan, proses administrasi di tingkat provinsi harus sudah klir.
“Tapi, DPPT-nya (dokumen perencanaan pengadaan tanah) masih perlu direvisi. Karena ada sejumlah aturan terbaru. Sehingga, perlu dilakukan penyesuaian,” katanya, Selasa (7/11).
Rencana megaproyek Ring Road Timur telah dirintis sejak 2019. Diawali dengan studi kelayakan. Kemudian, penyesuaian regulasi.
Dalam tahap ini ada perubahan di tengah jalan. Salah satunya, terkait dokumen kesesuaian kegiatan pemanfaatan ruang (KKPR) dari Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN).
“Semula tidak ada persyaratan ini, tapi ditengah jalan ada aturan,” ungkap Thariq.
Karena mesti dilakukan penyesuaian regulasi, kata dia, proses penentuan lokasi (penlok) belum disetujui. Sambil menunggu proses penlok ulang rampung, pemkot memastikan telah menyiapkan anggaran pembebasan lahan untuk pembangunan Ring Road Timur. Pihaknya juga mulai menyusun timeline proyek tersebut.
“Untuk proses pembebasan lahannya sebagian besar mengoptimalkan tanah bengkok. Ya, supaya kebutuhan anggaran pembebasan lahannya tidak besar,” ucapnya.
Sesuai detail engineering design (DED) yang diusulkan, panjang ruas Ring Road Timur sekitar 9,7 kilometer dengan lebar 25 meter. (*)
