Karena itu Kota Madiun menjadi tuan rumah bimbingan teknis (bimtek) penerapan konsep smart city dalam pengelolaan sistem drainase yang diiniasiasi Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Jawa Timur, 5-6 Oktober 2023.
Penerapan smart city bukan hanya berfokus pada upaya peningkatan teknologi dan informasi saja, melainkan juga peningkatkan dari berbagai aspek, salah satunya pengelolaan sistem drainase. Di Kota Madiun, pemkot telah menerapkan konsep eco-drainase yaitu mengelola air yang berlebih dengan cara sebesar-besarnya diresapkan ke dalam tanah secara alamiah atau mengalirkan ke sungai tanpa melampaui kapasitas sungai sebelumnya.
Kepala Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kota Madiun, Thariq Megah mengakui, penerapan konsep smart city dalam pengelolaan sistem drainase di Kota Madiun dilirik seluruh daerah di Jatim. Alasannya karena drainase yang dibangun pemkot memiliki 7-9 fungsi.
“Jadi inovasi drainase yang kita bangun itu mempunyai beberapa fungsi, mulai penanganan banjir, penanganan resapan air, di atasnya berfungsi untuk pedestrian bagi pejalan kaki, kemudian berfungsi untuk tempat ducting, refreshing dan lain-lain,” ungkapnya saat menghadiri bimtek penerapan konsep smart city dalam pengelolaan sistem drainase di Aston Hotel Madiun, Jum’at (6/10).
Thariq menjelaskan, dalam bimtek tersebut, peserta diajak melihat secara langsung pembangunan drainase perkotaan yang dibangun Pemkot Madiun. Mulai Jalan Pahlawan, kawasan Sumber Umis dan Sumber Wangi. Tak hanya itu, konsep pembangunan ekodrainase tidak hanya dipusatkan di tengah kota, melainkan kini telah menyentuh ke lingkungan pemukiman warga.
“Makanya kenapa lokasi bimteknya di Kota Madiun, karena daerah lain ingin studi tiru di disini,” tuturnya.
Sementara itu Kepala Bidang Air Minum dan Penyehatan Lingkungan Permukiman Dinas Perumahan Rakyat, Kawasan Permukiman dan Cipta Karya Jatim, Tri Wahyuriyadi mengatakan, Kota Madiun dipilih, karena menjadi daerah percontohan. Bukan hanya di tingkat provinsi namun juga nasional.
“Ini transfer knowladge ya, jadi ilmu yang kita dapat dari sini bisa diadobsi di kabupaten/kota lain sehingga keberadaan drainase itu bukan hanya mengalirkan air, tetapi juga untuk menyimpan cadangan air sehingga saat musim kemarau air itu bisa dimanfaatkan.
